Sabrina D. Wooten is a native of Stuggart, Germany.  However, she grew up in the Hampton Roads area and has lived in Virginia Beach for over 13 years. Her passions include creating solutions to combat poverty and homelessness, business development and leadership.  She also enjoys writing and golfing.  Sabrina is a business professional and community leader with more than seventeen (17) years of business, leadership and administrative experience in both the private and non-profit sectors. Sabrina is a proven administrative professional who is committed to excellence and resolving complex administrative problems. Currently, she serves as an Adjunct Professor at Old Dominion University.  A consensus builder and Conflict Resolution Specialist, Mrs. Wooten also served as a Supreme Court Certified Mediator for many years in the Virginia Beach, Norfolk, Chesapeake and Portsmouth Juvenile and Domestic Relations Courts as well as the General District Courts.  

Sabrina continues her passion for reconciliation through her professional mediation firm, Strategic Impact Services, LLC that provides mediation services and business management solutions to business organizations and the community.  Sabrina has been declared a subject matter expert by her peers and was appointed to the 2018 Board of Governors for the National Association of NonProfit Organizations and Executives (NANOE) for her accomplishments in the non-profit sector.  Mrs. Wooten was also appointed to the Process Improvement Steering Committee for the City of Virginia Beach and she is a member of the National Small Business Association. Additionally, she is a member of the American Society for Public Administration, the National Association of Professional Women, the National Society of Leadership and Success Honor Society.  An Administrative Pastor, Mrs. Wooten serves in her church in the areas of Strategic Outreach, World Missions and the Prison Ministry. Similarly, she served as a Chaplain for the Virginia Beach Police Department.  

A published author and life long learner, Sabrina graduated from Old Dominion University with a Bachelor of Science degree in Political Science.
In addition, she received her Masters degrees in Business Management and Public Administration from Regent University. She also earned a certificate in Biblical Studies from Liberty University and a certificate in Practical Theology from Regent University.  Sabrina is pursuing her PhD in Public Policy and Administration with a concentration in Non-profit Management and Leadership. Sabrina was appointed to serve as a member of the Minority Business Council where she was recently appointed Vice Chair, serves as the Chair of the Outreach Committee and as a member of the Minority Awareness Committee (MAC).  

Council Member Wooten was sworn into office on Tuesday, November 20, 2018 to fill the unexpired term of the seat Mayor Dyer vacated as the Centerville district representative in Virginia Beach. On November 3, 2020, Council member Sabrina Wooten was re-elected as the first African American to serve a second term ever on Virginia Beach City Council. She serves on the following boards and commissions: Vision 2040, the Planning Council, Hampton Roads Planning Commission, Arts and Humanities Commission and the Parks and Recreation Commission. Mrs. Wooten resides with her husband Donald and son, Ricardo in the local Virginia Beach area.

* Meet monthly with staff and leadership to set strategy and plan decisions for the church and future church plants. Provide information necessary to make key decisions.Hire and supervise staff for various departments.Work with Lead Pastor to prepare and present budget to the Board and the church.

*Provide financial reports, trends and other data as needed. Oversees the church’s ongoing revenue and expenses and provide regular reports. Develops policies and methods of operations for fiscal control.Develop and implement accounting procedures, records and controls. Provide weekly reports on offerings for the staff.Track and forecast all expenses and ensure construction projects are maintained within budget.

* Initiate, approve and reconcile transactions with depository banks.Perform accounting procedures involved in administration of the budget.Prepare and negotiate contracts with private, public and corporate vendors.Prepares accurate and timely reports such as monthly financial status reports, quarterly tax, unemployment insurance, monthly FICA reports, retirement, etc.Oversee all and manages financial budget for multiple church plants estimating over $500,000.Exercise budgetary controls including payrolls, purchasing of supplies and equipment.

* Review cost reports, cost based reimbursement programs to monitor the financial and operating efficacy of the agency based on existing funds and advises the CFO and other leadership staff.Serve as church liaison to City, County, or any other governmental agencies.Set up plans to forecast needs and allocate dollars for large item replacements or repairs. Ensure proper hiring procedures for new personnel are followed and appropriate documentation is produced and filed.
